Job Description

The CLO is responsible for all legal, corporate, and regulatory affairs of the company. These include litigation, arbitration, legal opinion, drafting & vetting of various kinds of agreements, and contracts. LESCO is offering qualified lawyers an opportunity to apply for position of Chief Legal Officer, being a senior level professional role at the company. Those eligible to apply are expected to have a strong legal resume with an in-depth understanding of statutory regimes governing the power sector as well as an appreciation of the legal processes and regulatory affairs surrounding the electricity market.

Additional Information

Responsibilities and Skills:

Main responsibilities of the position include the following but are not limited to:

·         Reporting to the Chief Executive Officer / Board of Directors LESCO.

·         Management of all legal and regulatory affairs at LESCO and deliver effective legal advice and opinions whilst ensuring coordination with all related departments.

·         Developing and leading corporate legal strategies at LESCO which are favorable to the company and its business operations and effectively promoting and protecting its interests.

·         Rendering of oral and written legal opinions to the management / CEO / Board of Directors / stakeholders of LESCO on questions of law with respect to the operations of LESCO, liaison with and appearing before regulatory authorities / governmental bodies.

·         Drafting of legal instruments, contracts, representations as and when required.

·         Managing all ongoing / anticipated litigation wherein LESCO is impleaded as a party and overseeing its status as well as coordinating with externally appointed legal counsel to ensure favorable decisions for the company.

The skill set of the Applicant is expected to include:

·      Thorough knowledge of laws, rules and regulations pertaining to the electricity distribution sector.

·      In-depth knowledge of market and industry trends from a legal perspective.

·      Sufficient know-how and experience of legal affairs and litigation processes, regimes and structures, with experience in advocacy and adequate practice before all courts of law across Pakistan including civil courts, high courts, tribunals, etc.

·      An understanding of modern legal practices including but not limited to arbitration, mediation and the relevant applicable laws on the subject, both local and international.

·      Exceptional communication and interpersonal skills with the ability to lead and cultivate community relationships. This is to be complimented with the capacity to establish a long-term clear and viable vision for LESCO’s legal department complete with the setting of strategic goals, readiness to face challenges in the legal arena coupled with the ability to diagnose legal issues and generate practical solutions.

·      Excellent skills of advocacy with the ability to present LESCO’s stance and outlook with ease.

·      The ability to demonstrate integrity and accountability along with a sense of responsibility to execute his / her tasks both ethically and effectively.

Qualification and Experience:

The minimum qualifications expected from the applicant include a Bachelor degree in Law (LL.B) from a reputable HEC recognized university. A Master Degree (LL.M) and / or Bar at Law shall hold added weightage.

 The expectations with respect to experience include:

·      a minimum of 15 years of post-qualification relevant experience in the legal field and sufficient exposure by way of practice before lower and high courts across Pakistan.

·      Licensed Advocate of the High Courts of Pakistan.

·      Deep understanding of prevalent laws including those governing the power / electricity distribution sector as well as a strong background in corporate, commercial law, and contract negotiations preferably related to the power sector at national and international level.

·      Exposure of work with Government and Regulatory Authorities.

 The candidate must comply with the Fit & Proper Criteria and other conditions as prescribed in the State-Owned Enterprise Act, 2023.  

Remuneration & Contract Period:

·         Market-based competitive salary package commensurate with qualifications and experience of candidate to be decided by BOD at the time of selection.

·         The initial contract shall be for a period of three (3) years, extendable on satisfactory performance with annual performance evaluation to be conducted by the Board of Directors, LESCO against agreed Key Performance Indicators (KPI’s) as detailed in the contractual arrangement and revisited from time to time.

Age Limit:

 Up to 57 years at the time of application.

NOTE:

a)      Only shortlisted candidates will be called for interview.

b)      The applicant must ensure the application is complete in all respects. The Board reserves the right to seek further information and / or documentation from any applicant as it deems appropriate.

c)      Applicants shall be required to present all original documents including experience certificate at the time of interview.

f)       Candidates working in Govt. /Semi Govt./Autonomous public organizations are required to apply through proper channel along with NOC of their department issued on its letter head.

g)      The above mentioned position is purely contractual in nature, non-pensionable, no long-term benefit and shall not be converted into permanent position at any stage.
